The complainant reported an intoxicated subject staggering around the Croftwood Apartments and urinating on a fence. Police checked the area and made contact with the subject fitting the description the complainant provided. The subject, Khushpal Singh, 35 of Philadelphia, was an Indian male that did not speak English. He was unsteady on his feet with the odor of alcohol and urine coming from his person and he was unable to provide police with his full name and address. His name came back with immigration violations out of Texas. Prior to taking him to the station, Officer Sean Dougherty stopped at on Street Road to have the manager speak with Singh to get his address. Singh would not tell him where he lived. An immigration agent confirmed to Dougherty that Singh has a hearing coming up in January for his status and was able to provide a home address for him. Singh was issued a citation for public drunkenness and released when he sobered up.

Just after midnight, police were dispatched to Samarkan Restaurant for the report of a fight. Three subjects involved in the fight said another male involved in the fight, Igor Moukin, 41 of Philadelphia, was walking around the restaurant extremely intoxicated and bumping into people. When Moukin bumped into the three subjects, he became belligerent and attempted to start a fight with them. Moukin was belligerent toward police officers, refused to tell them what happened and was taken into custody. He continued to be belligerent toward police while in custody until his wife picked him up. He was cited for public drunkenness.
