Public Drunkenness

Friday, August 5, 2011
Officer Mike Cieslinski responded to TJ Maxx to check the well being of a man who was laying in the rear of the store. The complainant reported that the subject was laying on the ground and wanted the police to check on him. Upon arrival, Cieslinski observed Dean Smith, 54 of Feasterville, sitting on the side of TJ Maxx. He appeared to be highly intoxicated as he was rocking back and forth as he was sitting still. He had very glassy eyes and a strong odor of alcohol coming from him. Cieslinski had to hold Smith up when the ambulance arrived. He will be cited for public drunkenness.

The complainant stated that she received an e-mail from an unknown mail explaining if she sends a Western Union money order to Nigeria, she would receive a laptop, printer and scanner. The complainant reported that she sent the money order to a Lisa Sheppard in Nigeria and hasn't received her items. She also said that she could not make contact with the unknown male actor from the original e-mail request.

Attempted Retail Theft
100 block of E. Street Road, Feasterville

An ACME employee reported that a black male, approximately 5 feet tall, thin build, in his early 30s attempted to walk out of the store with a bag of goods valued at $137.81 without making an attempt to pay for them at around 11:40 a.m. As he was attempting to leave, an employee yelled at him. He dropped his bag and ran out the door to a red car. All of the items were recovered and not damaged.

Officer Stephen Brookes responded for a report of a theft of bicycles. The complainant reported that sometime overnight an unknown actor took two bicycles from along the side of the residence. They were not locked to anything at the time of the theft.

Officer Douglas Heiduk responded to Feasterville Tire & Service on a report of theft involving PA State Safety Inspection stickers. It was reported that the stickers were stolen between August 1 and 6. The stickers are kept in a company safe, which is located in a place not accessible to the public. The safe was closed but unlocked during the theft with no signs of forced entry. $100 petty cash was also missing. On August 8, the business owner reported to police that the missing sheet of inspection stickers were returned. The sheet was placed in a plastic bag and left in the night drop for the business.

Just after midnight, police received a report of a possible DUI traveling East on County Line Road in Lower Moreland and was traveling toward Bustleton Pike. A complainant was reportedly following the vehicle after observing the vehicle traveling North on Huntington Pike near Red Lion Road in Lower Moreland. The complainant reported that she saw the vehicle cross into the South bound lane of travel and swerve into on-coming lanes of travel several times on County Line. She followed the vehicle until she observed a Lower Moreland officer following the vehicle. Sgt. Severson of Lower Moreland PD followed the driver for a short distance on East bound County Line Road; she observed the driver make an unsafe U-turn from the curb lane, across five lanes of travel after which she activated her emergency lights. Although Sgt. Severson did not observe traffic violations within her jurisdiction, but did observe one within Lower Southampton jurisdiction, Commonwealth v. McPhail allows Lower South police to charge the driver, Eric Ruhe, 32 of Perkasie. Lower South Officer William Schmid spoke to Ruhe, who appeared "highly under the influence of a controlled substance" and Schmid detected a strong odor of marijuana. Ruhe had glassy red eyes, his speech was "severely slurred," and had no idea where he was. Ruhe failed all field sobriety tests. During the field sobriety tests, a plastic container appearing to contain marijuana fell from Ruhe's pants.  Ruhe was arrested for driving under the influence of a controlled substance and he consented to a blood draw at St. Mary's Hospital. It was later confirmed that Ruhe had a DUI suspended license at the time of the stop. Ruhe will receive a summons.

Metro Security reported an active general panic alarm at the Mink Restaurant. While police were enroute, the female caller reported a fight at the bar. Upon arrival, police observed Grigori Abramian, 23 of Philadelphia, and Aleksandre Chinchaladze, 32 of Connecticut, engaged in a physical altercation. Cpl. Richard Shaffer observed Chinchaladze punch Abramian in the head. There were at least 15 subjects trying to separate the two. Shaffer called for additional cars to respond. They were pulled apart by bystanders and identified by their driver licenses. Both subjects initially stated that they did not know the other subject and that they were the ones attacked. Later, they both stated that they knew each other and were settling a dispute. Both will be cited by mail for disorderly conduct for the altercation.

Police received the report of a female in a red Durango causing a disturbance at at about 2:22 a.m. The complainant reported that the individual was constantly honking her horn and yelling. Reporting officers made contact with Mary Mudrick, 38 of Richboro, who was standing outside in the heavy rain. She stated that she was mad with someone and wanted to talk to him, but he wouldn't answer his door. She admitted that she honked her horn numerous times and yelled because she wanted to get his attention. Mudrick was advised of the complaint and became uncooperative with officers at the scene; she refused to give officers her phone number and demanded that they make contact with the man who's attention she was attempting to get. According to the report, she was obviously intoxicated. She stated she was going to drive home and Officer William Schmid advised her that she would be arrested if she attempted to leave. She received a .15 percent on a portable breath test. She will be mailed citations for disorderly conduct and public drunkenness.

The complainant reported that sometime overnight someone poured drywall screws all over the entrances to the driveways to her home and another residence. She also found a Mink Restaurant wristband in the parking lot near where the drywall screws were. She stated the parking lot is used as an overflow for Mink customers to park.

Police responded to for a report of a theft from a vehicle. The vehicle owner pointed out his 2010 Toyota Highlander. The front passenger side window was smashed out. The owner reported that the only thing missing was his daughter's bag, which reportedly contained $850, a TD Bank card, a "Benni" card, Discover card and check book.

While on patrol at approximately 1:25 a.m. at Bridgetown Pike and Buck Road, Officer Joseph Zaffino observed two males and one female standing near the street. As Zaffino approached them in his vehicle, he observed the female holding an open 40-ounce bottle of Budweiser. The three told Zaffino they were walking home from the Fireside. Of the three, the female, Grace Getterer, 23 of Trevose, was found to be intoxicated and will be cited for public drunkenness.

Cpl. George Jolly responded to Reverse Mortgages and met owner Richard Roode in reference to fraudulent phone calls being made from his business phone. Roode was informed by his phone carrier that on August 4 and 5, approximately 1,900 minutes of overseas long distance calls were made from his business line. The carrier would not provide Roode with any more information without a police request.

Complainant reported that she was contacted by Capital One and was informed that a new credit card account had been opened July 29, 2011. She was told that whoever opened the account had her Social Security number and Capital One closed the account before it could be used.

Theft
Monday, August 8, 2011
The complainant reported that on either August 4 or 5, someone stole two cement urns. She believes they did it overnight.
